Fulham boss Kit Symons says Bryan Ruiz has been left "in limbo" while awaiting clearance from FIFA to move on loan to Levante.
Ruiz was hoping for a fresh start in La Liga after agreeing the move before the Spanish transfer window closed last Friday.
But due to confusion over whether the paperwork was completed in time, both clubs are now anxiously waiting for FIFA to make a ruling.
Symons says the Costa Rica international is frustrated with the delay, but he is confident the matter will be resolved in the near future.
"I spoke with Bryan and he's just in limbo at the moment," said Symons. "Everyone is just waiting on the nod from FIFA.
"We're hopeful it will be very soon but we don't really know. He's in quite good spirits but he is obviously getting quite frustrated and just wants it resolved.
